In hosting the start of the race, Utrecht was to become the first city to host stages of all three grand tours.. However, on 29 April 2020, the organisers announced that the opening three stages in the Netherlands were cancelled, before confirming later that same day that the race would be shortened to 18 stages and, except for the cancelled stages, follow the exact same route as announced previously. As a result, for the first time since 1961, the race will depart from the Basque Country.
