Bellevue is located at an elevation of 1159 ft. According to the United States Census Bureau, the city has a total area of, of which is land and is water. It is bounded on the east by the Missouri River.

The racial makeup of the city was 81.5% White, 6.0% African American, 0.7% Native American, 2.3% Asian, 0.2% Pacific Islander, 5.4% from other races, and 3.9% from two or more races. Hispanic or Latino of any race were 11.9%. Of the 19,142 households 36.1% had children under the age of 18 living with them, 51.9% were married couples living together, 13.0% had a female householder with no husband present, 5.0% had a male householder with no wife present, and 30.1% were non-families. 24.3% of households were one person and 7.9% were one person aged 65 or older. The average household size was 2.62 and the average family size was 3.11. The median age was 34.8 years. 26.4% of residents were under the age of 18; 9.8% were between the ages of 18 and 24; 26.7% were from 25 to 44; 25.6% were from 45 to 64; and 11.5% were 65 or older. The gender makeup of the city was 49.2% male and 50.8% female.
