Catherine Mulligan is a professor of Building, Civil, and Environmental Engineering at Concordia University. She held a Canada Research Chair in Geoenvironmental Sustainability. Mulligan is a world-renowned expert in the decontamination of water and sediments. Mulligan credits a conversation with her mother for triggering her interest in engineering. Mulligan completed a Bachelor of Engineering in Chemical Engineering and a Master of Engineering from McGill University. She then pursued a PhD in Geotechnical and Geoenvironmental Engineering also at McGill University. Mulligan is currently the Concordia Research Chair in Geoenvironmental Sustainability and Professor of Building, Civil, and Environmental Engineering at Concordia University. Mulligan has authored or contributed to a number of publications.

Mulligan is the Director, Create Program. The Create Program's vision is to expand scientific knowledge and develop innovative strategies and technologies to strengthen the nation's leadership in creating solutions to help sustain the Earth's natural resources. The program provides a vital stage for the exchange of interdisciplinary research and perspectives, uniting nationally and internationally acclaimed researchers from the , Faculty of Arts and Science and the John Molson School of Business. She also conducts research in remediation of contaminated soils, sediments and water. Mulligan is the Director, Create Program. The Create Program's vision is to expand scientific knowledge and develop innovative strategies and technologies to strengthen the nation's leadership in creating solutions to help sustain the Earth's natural resources. The program provides a vital stage for the exchange of interdisciplinary research and perspectives, uniting nationally and internationally acclaimed researchers from the , Faculty of Arts and Science and the John MolsonSchool of Business. Concordia Institute for Water, Energy and Sustainable Systems Chair, Catherine Mulligan, was featured in a book that the Canadian Institute of Mining, Metallurgy and Petroleum published called Women of Innovation: The Impact of Leading Engineers in Canada.
