East Kazakhstan Region


East Kazakhstan Region is a region of Kazakhstan. It occupies the easternmost part of Kazakhstan, along both sides of the Irtysh River and Lake Zaysan. Its administrative center is Oskemen. The region borders Russia in the north and northeast and the People's Republic of China in the south and southeast. The easternmost point of the Oblast is within about 50 kilometres of the westernmost tip of Mongolia; however, Kazakhstan and Mongolia do not share a common border, the two countries being separated by a small part of Russia and China. East Kazakhstan Region borders the Kazakh regions of Pavlodar Region to the north west, Karaganda Region to the west, Almaty Region to the south, Russia's Altai Krai and Altai Republic to the north and China's Xinjiang Uyghur Autonomous Region to the east. Population: 318,800 live in the capital. The area has many Russians and Ukrainians; the capital itself has more of those two groups than Kazakhs themselves. The area is 283,300 square kilometers.
The region was created by the merger of two Soviet-era Kazakhstan oblasts: the old Vostochno-Kazakhstanskaya Oblast and Semipalatinsk Oblast.

Nature

The region occupies a very diverse range of geographic and climatic regions with the Altai Mountains in the east and the eastern margins of the Kazakh steppes in the west of the region.

Demographics

60,04% of the population is ethnic Kazakh and 35,11% is ethnic Russian.

The region is administratively divided into fifteen districts and the cities of Oskemen, Ayagoz, Kurchatov, Ridder, Semey, and Zyryanovsk.

The region sent a bandy team to the Spartakiade 2009 and finished third.

Investment potential

619.4 billion tenge was invested in the regional economy, with an increase of 23.0%. One of the stimulating factors for this growth was the implementation of industrial-innovative and infrastructure projects. A significant increase in investment was observed in industry-30.6%, transport and warehousing-36.2%, agriculture-13.8%, construction-7.2%. As part of the state program of industrial and innovative development in the business support Map of the East Kazakhstan region, since 2010, 74 projects have been implemented with a total cost of 1.3 trillion tenge, creating 17.6 thousand jobs, including 3 projects of national significance.
For the period from 2010 to 2019, 50 projects were commissioned for a total of 731.4 billion tenge, with the creation of 8.6 thousand jobs, including 4 projects in 2019, for a total of 24.1 billion tenge with the creation of 164 jobs.
In 2020, it is planned to implement 5 projects totaling 16.0 billion tenge with the creation of 610 jobs.
From 2021 to 2025, it is planned to implement 19 projects with a total investment of 555.0 billion tenge and the creation of 8.4 thousand new jobs.
The most significant projects of industrial and innovative development are:
- "Construction of a full-cycle automobile plant and Technopark for the production of automotive components in Ust-Kamenogorsk" ;
- "Expansion of processing capacities of Aktogay GOK by duplicating the existing sulfide factory" .
Improving the business climate and investment attractiveness
In January-February 2020, 59.7 billion tenge was invested in the regional economy, with an increase of 105.4%.
To improve the investment climate and attract investment in the region's economy, the following work is being carried out:
- a Regional Council for attracting investors and improving the investment climate has been established;
- as part of the implementation of the national Plan, the investor service Sector operates at the public service Center;
-the investment portal of the East Kazakhstan region is functioning, which contains the necessary information for the investor: contact information, information about industrial zones, investment projects, legislation, etc.;

Culture

The network of cultural and art organizations in the region is 632 units, including: 291 club institutions, 306 libraries, 10 museums, 2 theaters, 2 organizations that perform concert activities, 10 friendship houses, 6 organizations that perform film screenings - cinemas, 1-zoo, 3 parks, 1 institution for the protection of historical and cultural heritage.
The network of cultural organizations and archives funded from the regional budget, as of January 1, 2020, is only 32 units, including: 10 museums, 1 institution for the protection of historical and cultural heritage, 2 theaters, 2 organizations engaged in concert activities, 4 libraries, 13 archival institutions.

Tourism

Within the framework of the State program of tourism development until 2025, 5 objects of East Kazakhstan were included in the map of the country's tourism development. First of all, this is lake Alakol, which is recognized as one of the 10 priority tourist sites of the national scale and entered the TOP 10.
