Emmanuel Ramazani Shadary


Emmanuel Ramazani Shadary is a politician in the Democratic Republic of the Congo, who was a presidential candidate in the December 2018 presidential elections in the country. He was selected following consultations within the ruling People's Party for Reconstruction and Democracy political party and the Common Front for Congo, political coalition. Shadary is the permanent secretary of the PPRD, and has previously served as the country's Interior Minister.
He has also served as the governor of the Maniema Province and is a member of the current Parliament of the Democratic Republic of the Congo.

Sanctions for violent repression as minister

As Vice Prime Minister and Minister of the Interior and Security, he has been responsible for the police and security services and for coordinating the work of the provincial governors since taking office on 20 December 2016. In this capacity, the European Union, which placed him on a sanctions list on 29 May 2017, considers him responsible for the recent arrests of activists and opposition members and for the disproportionate use of force since his appointment, such as the violent action against members of the New Religious Movement Bundu dia Kongo founded in 1969 in Kongo Central, the repression in Kinshasa in January and February 2017 and the disproportionate use of force and the violent repression in Kasaï Province. The sanctions include a ban on entry into the EU and the freezing of assets as well as a ban on providing funds or economic resources to the persons on the list.
