Haibei Tibetan Autonomous Prefecture

Haibei Tibetan Autonomous Prefecture is an autonomous prefecture of Northeastern Qinghai Province, China. The prefecture has an area of and its seat is Haiyan County. Its name literally means "north of Lake."
