Hispanic or Latino people of any race were 2.0% of the population. There were 9,662 households of which 21.2% had children under the age of 18 living with them, 36.0% were married couplesliving together, 11.2% had a female householder with no husband present, 3.3% had a male householder with no wife present, and 49.5% were non-families. 44.2% of all households were made up of individuals and 20.5% had someone living alone who was 65 years of age or older. The average household size was 1.97 and the average family size was 2.75. The median age in the city was 42.9 years. 17.6% of residents were under the age of 18; 7.2% were between the ages of 18 and 24; 27.6% were from 25 to 44; 23.9% were from 45 to 64; and 23.8% were 65 years of age or older. The gender makeup of the city was 45.3% male and 54.7% female. Of the city's population over the age of 25, 38.3% hold a bachelor's degree or higher.

As of the census of 2000, there were 19,386 people, 9,848 households, and 5,042 families living in the city. The population density was 4,596.1 people per square mile. There were 10,461 housing units at an average density of 2,480.1 per square mile. The racial makeup of the city was 91.85% White, 2.98% African American, 0.03% Native American, 4.03% Asian, 0.01% Pacific Islander, 0.18% from other races, and 0.93% from two or more races. Hispanic or Latino people of any race were 1.04% of the population. There were 9,848 households out of which 17.9% had children under the age of 18 living with them, 40.1% were married couples living together, 8.2% had a female householder with no husband present, and 48.8% were non-families. 44.5% of all households were made up of individuals and 22.5% had someone living alone who was 65 years of age or older. The average household size was 1.95 and the average family size was 2.75. In the city the population was spread out with 16.1% under the age of 18, 6.6% from 18 to 24, 28.9% from 25 to 44, 20.8% from 45 to 64, and 27.6% who were 65 years of age or older. The median age was 44 years. For every 100 females, there were 82.2 males. For every 100 females age 18 and over, there were 78.9 males. The median income for a household in the city was $37,236, and the median income for a family was $51,132. Males had a median income of $37,358 versus $29,118 for females. The per capita income for the city was $24,392. About 4.6% of families and 6.3% of the population were below the poverty line, including 6.3% of those under age 18 and 9.1% of those age 65 or over.
