Special Action Force


The Special Action Force is the elite unit of the Philippine National Police founded by Fidel V. Ramos. SAF Commandos have received training from the Hostage Rescue Team, Critical Incident Response Group, RAID and Yamam. The Anti-Terrorist Unit of the PNP-SAF is responsible for nationwide police counter-terrorism operations nationwide.
SAF members are required to undergo the SAF COMMANDO Operations Course to be allowed to wear the SAF Beret. It also serves as the foundation course or requisite for other SAF specialization trainings such as Explosives and Ordnance Disposal, Basic Airborne Course, Urban Counter Revolutionary Warfare, SCUBA-BUSROC, SAF Seaborne Warfare Course and others.
SAF troopers are assigned anywhere in the country. Training occurs at the unit headquarters at Fort Sto. Domingo with its Air Unit stationed at the PNP Hangar in Pasay City.
The SAF has an official magazine known as "Tagaligtas".

History

Created on May 12, 1983 by the Philippine Constabulary as Philippine Constabulary Special Action Force as per PC General Orders 323. Fidel Ramos and Renato de Villa were the founders of the unit. De Villa directed Rosendo Ferrer and Avelino "Sonny" Razon Jr. to organize a Special Action Force. After which, a training program called the PCSAF Ranger Course, was used to train the 1st generation of SAF troopers, which had a number of 149 troopers. Out of them, 26 were commissioned officers with the others being enlisted personnel from a wide range of PC units such as the PC Brigade, the Long Range Patrol Battalion, the K-9 Support Company, PC Special Organized Group, the Light Reaction Unit of PC METROCOM, the Constabulary Off-Shore Action Command and other PC Units. Later on, they changed the name of the course to SAF Operations Course then SAF Commando Course.
Initially formed to battle against NPA and MNLF guerillas in the late 1980s and early 1990s, their tasks have been expanded to battle against organized criminal groups, terrorists, guerrillas and common criminals.
During the days of the EDSA Revolution, GEN RAMOS was involved in planning an operation called "Exercise Ligtas Isla" in case either Imelda Marcos or Armed Forces of the Philippines Chief of Staff GEN FABIAN VER would take over ruling from President Ferdinand Marcos who had been ill during the last few days of the Revolution. When Corazon Aquino became president, the SAF was mandated to be on standby due to the number of coup attempts by rogue Philippine soldiers.
On January 29, 1991, President Aquino signed Republic Act 6975 into law, which changed the name of the SAF from PCSAF to PNPSAF as a part of transition of government.
Following recent changes, the SAF will move to a permanent camp at Barangay Pinugay, Baras, Rizal under Proclamation No. 1355 passed in August 2007 from their camp in Camp Bagong Diwa in Taguig.
For the first time, SAF troopers were involved in the Balikatan exercises in 2009 since American and Filipino troops are usually involved.
On July 20, 2016, SAF created NBP Facility Security Provisional Battalion led by PSUPT LEDON MONTE to take over from the Bureau of Corrections the duties to man the New Bilibid Prison particularly in the Maximum Security Camp where the bigtime drug lords and hardened prisoners are in prison. The said Battalion was composed of four original companies; 1st Company led by PCI Carlo Loñosa, 2nd Coy led by PSI Abraham Culili, 3rd Coy led by PSI Jojo Gaspar, 4th Coy led by PSI Jayson Baldos.
In 2017, President Rodrigo Duterte gave a directive to add five more Special Action Battalions to the SAF.

SAF's known operations

The Philippine National Police planned 10 operations, including Oplan Exodus which was implemented on January 25, 2015, targeting bomb expert Zulkifli Abdhir also known as Marwan. Oplan Exodus, the last of the operations planned by the PNP was the only operation successful in neutralizing Marwan.
