Loop 478 was established on April 2, 1969 from US 54 near the Texas / New Mexico border to the Mexican border along the Rio Grande. The section along old US 54 was marked as Business US 54. On June 21, 1990, the section of Loop 478 east of US 54 was transferred to Bus. US-54-A.Major intersections
