Holland was laid out in 1888. A large share of the early settlers being natives of Holland caused the name to be selected. A post office has been in operation at Holland since 1889. Holland was incorporated in 1898.

There were 94 households, of which 20.2% had children under the age of 18 living with them, 39.4% were married couplesliving together, 10.6% had a female householder with no husband present, 3.2% had a male householder with no wife present, and 46.8% were non-families. 39.4% of all households were made up of individuals, and 16% had someone living alone who was 65 years of age or older. The average household size was 1.99 and the average family size was 2.52. The median age in the city was 48.1 years. 17.1% of residents were under the age of 18; 4.3% were between the ages of 18 and 24; 26.2% were from 25 to 44; 26.7% were from 45 to 64; and 25.7% were 65 years of age or older. The gender makeup of the city was 52.4% male and 47.6% female.

As of the census of 2000, there were 215 people, 103 households, and 67 families residing in the city. The population density was 233.9 people per square mile. There were 112 housing units at an average density of 121.8 per square mile. The racial makeup of the city was 98.60% White, 0.93% Native American, and 0.47% from two or more races. Hispanic or Latino of any race were 1.40% of the population. There were 103 households, out of which 29.1% had children under the age of 18 living with them, 50.5% were married couples living together, 8.7% had a female householder with no husband present, and 34.0% were non-families. 34.0% of all households were made up of individuals, and 18.4% had someone living alone who was 65 years of age or older. The average household size was 2.09 and the average family size was 2.62. In the city, the population was spread out, with 22.8% under the age of 18, 3.3% from 18 to 24, 26.0% from 25 to 44, 18.1% from 45 to 64, and 29.8% who were 65 years of age or older. The median age was 44 years. For every 100 females, there were 115.0 males. For every 100 females age 18 and over, there were 104.9 males. The median income for a household in the city was $21,058, and the median income for a family was $26,875. Males had a median income of $31,563 versus $20,313 for females. The per capita income for the city was $12,982. About 15.3% of families and 18.4% of the population were below the poverty line, including 29.5% of those under the age of eighteen and 13.2% of those 65 or over.
