Sogo is also a keen manipulator due to his observant nature and understanding of human behavior, such as exploiting Black Woz's loyalty to him on occasions and outsmarting a genius of Kuroto Dan's caliber. In 2019, Sogo developed the ability to subconsciously create alternate futures, which he initially assumed were prophetic dreams of Kamen Riders from White Woz's timeline. In spite of this, he has demonstrated a form of intellect in repairing unique watches since he was able to repair the DenLiner time train and repair Sogo's Ride Watches. Although he does not think highly of Sogo's idea dreams, he feels glad that he has Geiz and Tsukuyomi as friends; recognizing how positive their influence on him has been. Throughout the series, Geiz struggled with his original mission of killing Sogo to prevent Ohma Zi-O's existence and his growing friendship with him before eventually becoming more open about his feelings and accepting Sogo as his friend following Another Zi-O's attacks.
In Kamen Rider Heisei Generations Forever, Geiz nearly lost his memories while helping Sogo defeat the Super Time Jacker Tid. However, he was able to go back in time to obtain Kamen Rider Kuuga's powers and give Sogo the Kuuga Ride Watch before helping him and the Heisei Kamen Riders in the final battle against Tid.
After defeating Another Zi-O II, Geiz discovered the future he came from was actually an alternate dimension where Ohma Zi-O continues to exist despite Sogo's efforts to avoid becoming him. During the final battle against Swartz, Geiz dies protecting Sogo; begging him to become Ohma Zi-O to defeat Swartz with his dying words. After Sogo defeated the Time Jacker and reset time and reality, Geiz revived as, a contemporary classmate of Sogo's with the nickname "Geiz".
During the events of Kamen Rider Reiwa: The First Generation, Geiz temporarily regained his memories from the original timeline and helped Sogo defeat the surviving Time Jacker, Finis, who sought to renew Swartz's plot to destroy the Kamen Rider multiverse before losing them again once Finis was stopped.
In Kamen Rider Zi-O Next Time: Geiz, Majesty, Geiz was visited by a new iteration of White Woz, who granted him his powers from the original timeline. After meeting several past Secondary Riders and seeing White Woz become the monstrous Another Diend to endanger Sogo, Geiz became Kamen Rider Geiz once more and joined forces with his old friends to stop him. She was chosen to be succeed her parents due to her chronokinetic powers, though Swartz intended to use her for his own ends. When she hesitated to stop him, he erased her memories and stranded her in Ohma Zi-O's timeline, where she ended up with the Resistance under a new name. Disapproving of Geiz's plan to kill Sogo in 2018 for fear of damaging the timeline, she went back in time with him to instead help Sogo avert his future through gentler means.
In Kamen Rider Heisei Generations Forever, Tsukuyomi and Geiz help Sogo recover his lost memories. Upon meeting [|Ataru Hisanaga] however, Tsukuyomi loses her memories as well. After learning the Super Time Jacker Tid was responsible, Geiz brought Tsukuyomi back in time with him to obtain the Kuuga Ride Watch so Sougo and the Heisei Kamen Riders can defeat Tid. Once they do, everyone's memories are restored.
Initially, Tsukuyomi found it hard to believe the kindly Sogo could become the tyrannical Ohma Zi-O. As his Rider powers grew in power however, she became paranoid; to the point where she demanded Geiz kill Sogo and went back to the latter's childhood to do it herself when Geiz refused. While on this venture however, she discovered Swartz orchestrated everything that had happened throughout the series, including Sogo becoming Zi-O. While trying to save the younger Sogo from her brother, she inadvertently caused the bus accident that claimed the lives of Sougo's parents as well as severe damage to the timeline. She was saved by Tsukasa Kadoya, who showed her how Swartz kidnapped all of the children on the bus as they all had the potential to become Zi-O.
Realizing her mistake and that Sogo becoming Ohma Zi-O was one of many possible futures, a repentant Tsukuyomi made amends with Sogo and Geiz. Soon after, she began to slowly regain her memories after rediscovering her time manipulation power and meeting her younger self in 2058. While Another Zi-O II attacked Sogo, Tsukuyomi was captured by the Time Jackers so Swartz could reveal their original past to her before taking her powers. Black Woz managed to save her before she fully regained her old memories once Another Zi-O II was defeated.
When Swartz caused a convergence of the Rider A.R. Worlds, he attempted to kill Tsukuyomi since she had the power to stop him. However, Sogo had given a past version of her a blank Ride Watch that he infused with Ohma Zi-O's power, which activated during the calamity's height. Once Black Woz provided her with a Ziku-Driver, Tsukuyomi was able to become. However, she seemingly chose to betray her friends to help her brother. After Sogo became Ohma Zi-O, she inflicted a mortal wound on Swartz before he killed her in retaliation. After Sogo defeated Swartz and sacrificed Ohma Zi-O's power to undo the Time Jackers' damage, Tsukuyomi was revived in the new timeline as, one of Sogo's contemporary high school classmates.
During the events of Kamen Rider Reiwa: The First Generation, she temporarily regained her memories of the original timeline before joining forces with Sogo, Geiz, and Black Woz to save Kamen Rider Zero-One and the A.I.M.S. Riders from the surviving Time Jacker, Finis. Once they are stopped, Tsukuyomi lost her memories once more.
In Kamen Rider Zi-O Next Time: Geiz, Majesty, Tsukuyomi permanently regained her memories along with her powers while helping Geiz in his fight against a new White Woz as Another Diend.

She also owned a Time Mazine, which she lent to Sogo in the hopes of assisting him with time travel. Following Sogo's battle with the monstrous Another Agito, Tsukuyomi regained her ability to stop time. As Kamen Rider Tsukuyomi, she is capable of performing the finisher.

Ohma Zi-O

, known simply as or the, is the dictator of Earth in the year 2068. His immense power convince Tsukuyomi and Geiz to travel back in time to 2018 and prevent his rise to power by intercepting his past self, Sogo. When Tsukasa sent Sogo and Tsukuyomi to 2068, Ohma Zi-O has them brought before him so he can mock his past self's naiveté and overpower him; advising him to renounce being Zi-O if he refused to accept his destiny of becoming him before sending him back to 2018. Along the way however, Sogo and his friends discovered that Ohma Zi-O is from a possible future and that his existence is fixed after a future where he was defeated by Geiz Revive came into existence and was changed when Sogo became Zi-O Trinity instead of Ohma Zi-O.
When Swartz initiated his endgame, Sogo traveled to 2068 to confront Ohma Zi-O for a final battle; deducing the tyrant never intended to kill him. The future Sogo reveals that his power to destroy time and space is stronger than Swartz's before sending his younger self back with a blank Ride Watch. While Sogo did become Ohma Zi-O in 2019, he chose to sacrifice the power to undo Swartz's damage. Impressed by his younger self's choice while expressing his joy from meeting him one last time, Ohma Zi-O peacefully lets himself be erased from existence.
In an alternate ending depicted in Over Quartzer, Ohma Zi-O's existence is revealed to be the result of the Quartzers' influence on Sogo's timeline; orchestrated by Sogo's original future counterpart, who intended to erase the Kamen Riders' influence on the Heisei era. Once he became aware of the Quartzers' plot, he supported his younger self in defeating his alternate self by giving him his personal Ride Watch.
The future Sogo transforms into Ohma Zi-O with a gold-colored variant of the Ziku-Driver known as the. Like the Time Jackers, Ohma Zi-O has chronokinetic abilities, which are powerful enough to let destroy an entire army of resistance fighters within seconds and summon a past Heisei Rider from their time period to his aid. While he possesses Ride Watches, he is able to tap into their individual powers by pressing their activation buttons.

Kasshine

is a loyal mechanical servant of Ohma Zi-O, operated by a built-in AI unit, who was sent back in time to kill Geiz. After Sogo discarded his Ziku-Driver, Kasshine was rendered inoperable before Swartz reprogrammed it to kill the boy despite no longer being a threat to the Time Jackers. After regaining the ability to transform, Zi-O splits himself with the Decade Armor Ex-Aid Form, destroying Kasshine while his other half and Geiz intercept the Time Jackers in their Time Mazines.
His main weapon is a spear, though he also utilizes mechanical limbs for additional support.
Kasshine is voiced by.

Time Mazines

The are exo-suit mecha that served as support units for the resistance. Zi-O, Geiz, White Woz, and the Time Jackers possess their own variants for time travel. The Time Mazine's development was said to taken place as early as 2050, with Michal Minato/Kamen Rider Aqua using a prototype model that would presumably inspire the mass-produced units emblazoned with his colors.

Dai Mazines

The are giant mecha controlled by Ohma Zi-O to conquer the world. According to Tsukuyomi, the Dai Mazines only appear on Ohma's Day, but as a result of changes in the timeline caused by Sogo's party and the Time Jackers alike, they appeared at the height of Christmas Eve. When Geiz destroyed Sougo's Ziku-Driver to remove Ohma Zi-O from existence, the Dai Mazines were deactivated, but descended into the ground.

Woz

The name refers to two prophets from different futures who each herald their respective figures in hopes of ensuring the path to their respective futures. The name was originally held by Black Woz until White Woz's arrival in 2019, with Sougo providing distinction by labeling them with their outfits' predominant colors.
Both versions of Woz can use the to become, who uses Ridewatches called to access forms based on Future Kamen Riders called. White Woz was the original user of the BeyonDriver until Black Woz stole it from him.
Kamen Rider Woz's personal weapon is the, which has a that can perform the finisher, a for the finisher, and a for the finisher.
As they are the same person from different timelines, both versions of Woz are portrayed by.

Black Woz

The main timeline version of Woz, also known as, is a so-called "mysterious prophet" and a member of the Quartzers who considers himself a devoted follower of Ohma Zi-O; possessing a book of prophecies called the that details the history of Ohma Zi-O's rise to power. During the beginning and end of episodes, Woz took the role of narrator and interacted with the viewers to recount Sogo's adventures.
While surprised by Sogo's declaration of becoming a benevolent lord instead of a tyrant, Black Woz remained loyal to him as his only concern was assuring Sogo's destiny as Ohma Zi-O regardless by providing his devices and occasionally intervening to rescue the youth from harm. His dedication to ensure his ruler's history made him fickle towards Sogo's friends and the Time Jackers, helping either side whenever he believed Sogo was straying too far from the intended path. When White Woz appeared, Black Woz became disgusted by the atrocious conduct of his callous counterpart and lost his composure whenever he was around him. In fact, he hardly interacted with him unless it was to gloat over him when Sogo acquired a new power. He also encouraged Sogo to defeat Geiz to negate White Woz's history, but the youth never followed through on this.
After being attacked and wounded by Geiz Revive, Black Woz formed a temporary alliance with the Time Jacker Heure to steal White Woz's Rider powers so he can force Geiz into overusing his Revive form. Initially wanting to ensure Sogo's transition to Ohma Zi-O, the youth's influence on him has caused Black Woz to support his decision to change his future. Because of this, once Sogo and Geiz settled their differences, Black Woz decided to make peace with Geiz and Tsukuyomi. He remained by Sogo's side throughout the rest of the series, helping him through numerous adventures such as helping him acquire his Zi-O Trinity form, rescuing Tsukuyomi from the Time Jackers, and battling Another Zi-O II.
When Swartz enacted his endgame to destroy time and space at the end of the series, Black Woz continued to fight by Sogo's side, though he was momentarily caught off-guard when Sogo became Ohma Zi-O to defeat Swartz then sacrificed the power to rewrite reality so he never became Ohma Zi-O. Despite this, Woz remained unaffected, as he continues to watch over Sogo in the new timeline.
In an alternate ending depicted in Over Quartzer, Black Woz betrayed Sogo and the others due to his allegiance to the Quartzers. However, after seeing that the future was not set in stone and due to his fondness for Sogo and the others, he ultimately returned to Sogo's side and fought beside him once more.
During the events of Kamen Rider Reiwa: The First Generation, Black Woz entered the World of Zero-One to help Sogo after the youth regained his Rider powers before joining Zero-One and the A.I.M.S. Riders in their fight against surviving Time Jacker, Finis, after they threatened the Kamen Riders' world. Once she was stopped, Zero-One asked Woz to warn Sogo's past self.
In Kamen Rider Zi-O Next Time: Geiz, Majesty, Black Woz joins forces with Geiz, Sogo, and Tsukuyomi when a new White Woz as Another Diend attacked them. After Geiz defeated him, Black Woz absorbed the new White Woz's essence.
During the events Kamen Rider Zi-O: Final Stage, Black Woz was temporarily turned into the villainous and overzealous Tsukuyomi supporter,, before returning to his senses.
Throughout the series, Black Woz has a habit of declaring 'let's celebrate' whenever Sogo obtained a new Ride Watch and Rider Armor; even being quite pleased when Sogo requested that he do so and later being ordered to when Sogo became Ohma Zi-O. While he usually does this for Sogo, he begrudgingly did it once for Geiz when he attained his Majesty form in Kamen Rider Zi-O Next Time: Geiz, Majesty. He has also demonstrated special skills such as deflecting Another Fourze's attack with one hand and using his scarf to teleport himself and others. Additionally, he can also travel through time without the need of a Time Mazine. Prior to obtaining Kamen Rider Woz's powers, Black Woz can use the Ohma Advent Calendar as a weapon to trap his target and destroy SOGO's time portals by ripping out the book's pages. In Kamen Rider Heisei Generations Forever, Black Woz was able to access the Gaia Library to find out about the Imagin and give Sogo information about them.

White Woz

is a version of Woz from an alternate future that came into being after Sogo temporarily renounced his powers. White Woz is fanatically devoted to Geiz, who by his time defeated Ohma Zi-O as Geiz Revive, and is determined to make sure it occurs. Despite sharing a common goal with Geiz and Tsukuyomi, White Woz's apathetic and sadistic approach puts them at odds. After getting three MiRidewatches from the Future Kamen Riders, he used their combined power to create the Geiz Revive Ride Watch and present it to Geiz.
It is later revealed that White Woz only needed Geiz to defeat Ohma Zi-O to ensure his own existence, regardless if Geiz survives or not, and has been helping Swartz the entire time. During Geiz's ascension into Geiz Revive, White Woz was tricked into giving up his Rider powers to Black Woz. After Geiz and Sogo made peace with each other, he began to fade away due to his timeline being erased. Despite this, he realized he should not have supported Swartz and combined his residual Rider energy with the Zi-O II and Geiz Revive Ride Watches to create the Zi-O Trinity Ride Watch before fully fading away; accepting his fate and warning his counterpart of Swartz's goals before he did. Weeks later, as part of the final phase for his endgame, Swartz summoned an Another World version of White Woz to distract Black Woz. However, the former learned the full extent of Swartz's plans and intended to tell the Time Riders, but vanished due to Another World's destruction before he could so so.
In Kamen Rider Zi-O Next Time: Geiz, Majesty, a different iteration of White Woz appeared as the main antagonist. This version was born in a parallel reality influenced by Another Decade's Another World. This White Woz's main agenda was to steal Geiz's Rider powers and become a true savior. By providing an injured Daiki Kaito with his Ziku-Driver and Ride Watch, White Woz stole Kaito's Rider powers to become Another Diend and utilized several Kasshine units to attack Geiz's friends in an engineered act of heroism. After Geiz Majesty defeated him, this White Woz had his essence absorbed into Black Woz while Kaito got his powers back.
While he lacked Black Woz's abilities, White Woz possessed a tablet book-like device that allowed him to manipulate the flow of time and shift certain events' outcomes in his favor by simply writing or speaking whatever he wants to happen into it. This ability was so powerful that it could negate the Time Jackers' chronokinetic powers. Due to his home timeline being an alternate version of 2068, White Woz had his own Time Mazine, which allowed him to travel to alternate timelines. Like Black Woz, White Woz also has a habit of declaring 'let's celebrate', even though he only did it once when Geiz became Geiz Revive.
As Another Diend, White Woz had the ability to manipulate an army of Kasshine, summon past Heisei era monsters via card-like constructs, and was capable of performing his own version of Diend's Dimension Shoot finisher.

Time Jackers

The are a group of time travelers brought together by Swartz, who gifted his subordinates with the ability to freeze time. While claiming their goal to prevent Ohma Zi-O is just, apathetic to the consequences of altering the timeline with Another Riders or spoiling future events, Swartz's actual goals were more sinister in nature. The Time Jackers were eventually defeated by Sougo and rewritten to become his contemporaries in the new timeline.
During the events of , Finis, a previously unseen member who survived Sogo's rewriting of time, used the power of Another Zero-One to invade the World of Zero-One to lure out Sogo and steal his Rider powers, only to be defeated like her fellow Time Jackers.

Swartz

is the cool-headed and ruthless leader of the Time Jackers and Tsukuyomi's older brother. Preferring to take the direct approach, he sees friend and foe alike as pawns in his schemes. Originally from an alternate version of 2058, Swartz sought to protect his reality by destroying all of the A.R. Worlds and rule all of time and space. In his youth, he was irate over being passed over to succeed his parents, whose power he intended to use in his goals. When Tsukuyomi attempted to stop him, he stranded her in 2068 with no memory of her past.
After growing older, Swartz commenced a long-term plot by forming the Time Jackers and influencing Sogo's life by installing his dream of becoming king; orchestrating the events that would lead to him become Zi-O and create the ideal conditions for fulfilling his ambition. Swartz also orchestrated Hiryū becoming Another Zi-O II to capture Tsukuyomi and take her powers along with Tsukasa's; abandoning both the Time Jackers and Hiryū once they served their purpose as he initiated his A.R. World convergence. However, Swartz met his end when Sogo became Ohma Zi-O and destroyed him before using his powers to undo his damage. In the new timeline that followed, Swartz became Sogo's contemporary and teacher.
Swartz possesses teleportation, memory manipulation, and powerful chronokinetic abilities that allow him to freeze time like Tsukuyomi. He could also travel to alternate timelines, something normal Time Mazines are incapable of doing, and bestow a weaker form of his time-based powers onto others, which he can take back at his leisure. Swartz later acquires the ability to become the monstrous. Able to manipulate Dimensional Walls like Tsukasa and Kaito, he could use them to attack or bind enemies as well as spirit people into his personal pocket dimension,, so he can summon past Dark Riders who originated from alternate realities where they fulfilled their ambitions to take their place.
Swartz is portrayed by while portrays him as a teenager.

Heure

is the youngest member of the Time Jackers, whose childishness conceals his cruelty and arrogance as he manipulates his targets into forming Another Rider contracts by doing something for them to place them in his debt. Due to his infantile personality, he can quickly become displeased when things do not go his way, causing him to act in a more ruthless manner to ensure his success. After Swartz used him as a host for the parasitic Another Kikai, Heure became wary of his fellow Time Jackers as well as suspicious over his leader's actual goals. As such, combined with his growing curiosity over the truth of "Ohma's Day", he became more willing to work with Black Woz. When Swartz revealed his true colors and took away his powers, Heure escaped with Ora to seek out the Time Riders' protection, only to be killed by her so she could ensure her own protection. After Sogo sacrificed his power as Ohma Zi-O to undo the Time Jackers' damage, Heure was revived as a contemporary classmate of Sogo's in the new timeline.
Like Ora, Swartz gifted Heure chronokinetic abilities, though he also demonstrated telekinetic powers. He piloted a personalized Time Mazine that resembled Kamen Rider Ghost's Captain Ghost, which could also transform into a copy of the Iguana Ghostriker.
Heure is portrayed by.

Ora

is a female member of the Time Jackers with a calm, gentle disposition who prefers to use persuasion to form Another Rider contracts by exploiting targets in a state of emotional distress. While appearing outwardly gentle, her patience has its limits, especially when dealing with her fellow Time Jackers.
After Swartz took her powers away to enact his own plans, a disillusioned Ora sided with Heure to seek out the Time Riders for protection until she learned she was being hunted by the Paradox Roidmude. Vengeful and frightened, she killed Heure and returned to Swartz in an attempt to kill him as well, only to be killed in turn as Swartz saw through her plan. After Sogo undid the Time Jackers' damage, Ora was revived as a contemporary classmate of Sogo's in the new timeline.
Like Heure, Swartz gifted Ora chronokinetic abilities. She also piloted a personalized Time Mazine that resembled Kamen Rider Kiva's Castle Doran. After she lost her chronokinetic abilities, she used dark energy capable of obliterating targets.
Ora is portrayed by.

Another Riders

The, also known as, are monsters created by the Time Jackers as contenders for their version of Ohma Zi-O. In certain cases, the original history of a Kamen Rider can create Another Riders all on its own. Each Another Rider is created when a Time Jacker uses an on a person, transforming them into a corrupted version of an established Showa era, Heisei era, or Future Kamen Rider. To defeat Another Riders, the Time Riders have to use a corresponding Ride Watch. Though the Time Jackers succeeded in having their Another Riders replace most of the Heisei era Riders in history, their damage was undone after Sogo used Ohma Zi-O's powers to rewrite time.

Hiryū Kakogawa

is a young man capable of transforming into the Another Rider,. Hiryū is a survivor of the bus accident caused by Swartz, who abducted him, Sougo, and the other children due to their potential to become Zi-O. As a result, he acts on a misguided vendetta against Sogo. After his first defeat as Another Zi-O, Hiryū felt insulted by Sougo's attempts to empathize with him and became more arrogant and ruthless as he proceeded to acquire all 19 Another Watches to become, only to be defeated by Sogo a second time. Following this, Swartz abandoned Hiryū while Daiki Kaito stole his Another Watch.
During the events of Kamen Rider Zi-O: Final Stage, Hiryū joined forces with the remaining Quartzers and gained the means to become the second Kamen Rider Barlckxs before he became after he obtained the Ride Watches based on the Seven Legendary Kamen Riders 1, 2, V3, Riderman, X, Amazon, and Stronger. While he managed to overwhelm the heroes with his new power, he was defeated by the combined efforts of Zi-O Ohma Form and Ohma Zi-O.

He can also use the Another Watches of the Heisei Another Riders to assume their forms. After becoming Another Zi-O II, Hiryū gained Grand Zi-O's chronokinetic powers and the ability to summon Another Riders from different moments in time. His Another Watch, which was docked into black version of the Ziku-Driver instead of being absorbed into his body, was able to be reconstituted until Kamen Rider Zi-O and Decade joined forces to destroy it.
