Novruzov was born in the village of Jahri of the Babek region in the Nakhchivan Autonomous Republic of Azerbaijan on 17 February 1969. He got involved in professional sport when he was 10 and became a freestyle wrestling champion of the USSR. He served his military service in Afghanistan, was awarded orders and medals for valor in battles. He is also a veteran of the Karabakh war. Novruzov has been involved in politics since the late 80s, when the movement for independence from the Soviet Union started in Azerbaijan. He is a member of Milli Majlis since 2000. He serves as the Chairman of the Parliamentary Committee on Public Associations and Religious Organizations, and Deputy Executive Secretary of the New Azerbaijan Party.

He was awarded the honorary badge for his great services and support for veteran movements.
